Depending on where you're at in the game, you may be over leveled and your targets are dying before you get all three effects applied.

You may want to take some points in the crossbow and/or bomb talents in order to make aiming them more efficient. I often swap up between the bleeding and burning effects based on who I know I've managed to tag Shoot your target with a broadhead, then use your fire power to apply burning. Start with Devil's puffball to apply poison - this is easiest because the poison cloud is easy to see so you know if an enemy is in it and if you need to toss more down.
